Whats your view on this situation?

I recently decided to play league and so I bought this account from a website because I felt that buying an account with all the champions will be more economical than individually buying them with RP

Here is the advertised account (130$ paid, the 44$ was because I paid twice)

However, after purchasing the account it turns out that the account was falsely advertised and only contained 110 champs instead of the 120.
I know its only 10 champions, but that means the difference between having to buy 6 more champions and 16 more champions with RP.

Now, I emailed the owner of the site and he is forcing to me take either a 10$ refund for the missing 10 champions (which I think is an insult as it takes 60$+ to get 10 champions from riot) or that I choose another account on the site.

But the main reason I even bought an account from their site was because of that account with reportedly 6 missing champions to full roster otherwise I would not have even bought anything from their site.

I feel like I'm being scammed my money as I did not agree to purchase a 110 champ account for 120$

Should I ask for a full refund? And if he doesn't agree would it be wise to talk to Paypal about it? What do you guys think?
