It's your responsibility to refund the user in the appropriate (within reason) payment method. I'm optimistic about your chances of refunding sniper. Once paid back however you'll be eligible to create a pardon for your offence rather than just straight being unbanned. You'll be eligible once sniper is repaid or 1 month from yesterday if he doesn't make contact despite continued attempts on your behalf.
