Ticket system

Has the new ticket system used for account recovery been removed? I have a direct link for it and when I submit it, it won't send. Also, when you go to home page and try go to the ticket page manually, it's not there?

Is it not possible to recover accounts then if the email isn't yours? And just an old account but I can't remember the email on it.

Enter the log in information of the account, and proceed. The second page will ask you if you have access to the registered email on the account, choose no. The account recovery form will load.
