    Need help understanding pardons

    Example: Let's say a user charges back a payment on paypal, and as a result gets banned. That person then says the reversal was out of their control, and will refund the user affected by this in the future. Well, let's say it took that user 2-3 months to pay that person back.

    Does that user have to pardon still? Is there a time limit in which you must pay the user back?

    Case by case, staff would have look at it all and determine if the charge back was really out of their hands or if they had scammed and just changed their minds and were trying to get back in under the guise of a situation that was out of their control.

    Out of their control is up for dispute usually, but on a case-by case bases.
    If they take 2-3 months to pay somebody back for an accidental chargeback it needs to go through a pardon, since disputes are only valid for 1 month after the ban date, unless the dispute takes longer than this month.

    Honestly, if an accidental chargeback occurs, they can either cancel the chargeback, or have paypal resend the transaction. The balance is not lost or locked up when a chargeback occurs, and needing 2-3 months to pay it back is bullshit imo.
