Ikovian's thread doesn't say anything about resale rights, but I doubt he's allowing users to re-sell it as:
1. He's only selling a few copies he stated, meaning he wants to limit how many people know the glitch, so I doubt he'd allow people who purchased it off of him to go and sell it, otherwise him selling limited copies would be pointless.
2. Tankarmor/Atma made the second profile after buying the glitch on Atma, it seems quite coincidental that he started using Tank to sell the glitch after purchasing it as Atma, more than likely not wanting to make it obvious that he's re-selling a glitch he probably isn't allowed to.

Tankarmor has also threatened/admitted to having someone banned on Ikov/reporting them, as seen here:

^ Which i've now refreshed the page and seen that he's banned since I reported the post and FireZ seems to have gotten him, but his alt profile (Atma) still needs to be banned and this can be used against him in the event he attempts to dispute.
