After bumping and waiting Partypeteshop send me a request on skype.

You were most likely talking to an imposter, who was on two skype accounts (one talking to you, and one talking to the real partypeteshop pretending to be you). But regardless, I encourage you to read through http://www.sythe.org/report-scammer/1644044-how-report-scammer-report-templates.html and create a scam report with proper proof.
