What is this partyhat thing I have?

I got a blue partyhat near my name now, can anyone tell me what and how I acquired this?

Just to go in alittle more detail they are called mini ranks you get some like the ones I have by post X amount of times on the section of the fourms.

Other are obtained by being in sythe events or from old sythe events

And some can be bought for real money from other sythe users here is a full list of all the mini ranks.

They need to be upkept weekly or they'll be removed, they show you're active in a certain section.
