From what's shown in the report it seems pretty evident that he purchased 110$ BTC off the user filing the report for Paypal when he didn't have any money on Paypal, has promised the user he'll get his money and continues pushing it off and avoiding the user, the report's been open since 6/23 and he hasn't even replied to it.
