Donates $100 and then scams $90, where in the actual fuck is the logic for that. Make a report anyway, in case he comes back for round two he'll still need to pay you.

He won't be pardoned without paying money he owes back to people, so it's better to make a report on the chance he decides to come back then miss out on any chance of receiving your money back lol.
Even after he has done everything that you put in your post, and he pays back everyone. There is still a chance of him being pardoned?
There's technically a chance for everyone to be pardoned. But what i'm saying is he won't even receive a chance until everyone has been paid back. So if he ever decides he wants to go for a pardon he'll be required to pay you back first. But if the staff have no report to go on or history of him owing you money, you'll miss your chance to receive your money back.
