In the rules for this section, it states you must posess the funds IN SAID PAYMENT METHOD to be dicing in the first place. Because I am not paying in RSGP, but real life money, PayPal is the option to go.

If the user isn't PMing me with anything whatsoever, how am I at fault? He's been saying that he's going to PM me when he isn't.

Right now, the only thought going through my mind is that you're unable to access either your parents PayPal account, or someone elses, which is why you are handing your winnings over to Shin.

This is the second time I am trying to roll for $5, and I want this shit to be done properly, because no one took my previous attempt to gamble seriously.

It states in the rules that you must posess funds in the payment method used to gamble, and the user could've just as easily PMed me his Skype instead of suddenly handing the winnings over to somebody else.
