How does Jagex link accounts? Need to make new RS account

I'm involved in RWT. I'm looking to make a new account without my old account being linked to it by Jagex.

I know the basics:
*Clear cookies/temp files
*Delete Jagex files
*Use different email
*Reset modem to get new IP address

What else should I do? I do not use VPN.

Jagex doesnt keep track of MAC addresses?

They can trace through MAC adress from what I've heard. I'm sure a credible member can confirm or deny it.

Try this :

open CMD, type in /ipconfig, then once you see all the MAC address, etc type in /ipconfig /release, let it run, and let it sit for 60 seconds, then type in /ipconfig /renew

Should be fine then
