i offered to buy his account for 300m rs3 gp. we then agreed that i will pay 200m and 100m would be given in a weeks time. a day after the account was locked and i messaged him and he said he didnt recover. he said it was because jagex looked at my ip. i asked him to recover, at first he said that it would take a few hours. later he said that it would take around a week and the acc may be banned due to different ips playing on it and recovering it. so i ask to be the one to recover so that the rocovering ip and playing ip can be the same, that way i wouldnt get locked out again. he claimed i was trying to scam him. so i asked for a refund of the 200m and the stuff i got from a friend while on the acc he told me no because i tried to scam him

please note this is the first time we talked about ips or i asked for any of his old information.

I've gone ahead and messaged you on skype you're missing some important information.

 

This whole transaction is one big mess, You've been given the account with no information for recovery, and he's only been paid 2/3 of the payment. As he's the only one of the two of you who can unlock it (which doesn't take a week)
I can only come to one decision and that the transaction be reversed.
