you need a vpn and all do is switch the vpn on and off in order to reset the timer for the voting sites. you can also turn your cellular on and off to reset the timer also

 

actually your ip within the cellar hotspot does not change from turnin it on and off

 

if you are on 4g lte all you need to do is put your phone on airplane mode and off and on and it changes
