I'll take this up with some other staff members, since I'm not sure what to do in this situation.
For reference:
The account was rented to axelrod, who broke the TOS and put the account at risk.

 

This has happened before, by breaking the ToS, more importantly, breaking Jagex's rules and putting someone else's account at risk against their will, this is malicious and intentional wrongdoing.
Warrants a full ban, given proof. (Video of the rented account breaking the rule, or the ban/mute meter if punished.)
