Sypherz Scammed me?

Explanation of the trade:

Contacted him on skype about his 3v3 Challenger Boosts for $200, said I had $194.

He agreed that would be enough to pay, I told him I'd pay tomorrow hoever I want him to send me a PM on sythe - He sent me a PM on sythe. I paid the next day, it's been a week 1/2 with nothing, he can't complete what I purchased.

I asked for a refund, he said "Wait a moment" and basically afked and stopped responding for two hours.

I'm opening up a dispute soon.

How they scammed: Took $194, did not complete order.

Other information:

He said the order -may- take a few to complete. I said this was fine. After constant bickering to him he wouldn't respond for days, made it difficult to get into contact with him, said "Gimme a few moments to refund" and has been gone for two hours now.

If you look at his post history you can see the threads/posts he made as if A: He's trying to get people to complete the order in the first place

and B: That he's still taking money for orders he can't currently complete.
