its very unusual though and it means steam support has removed these games. I dont think these accounts are safe but maybe im wrong

as Rock Superstar said, there are now "empty" low digits.
If they are it has been done through steam support to remove games.
Also this does NOT help if you need steam support, because they will simply ask for first key used @ creation not the one you activated first on the so called " empty" account.

accounts that used keys with creation can't be empty, these empty accounts happend with a certain version you could buy years later after the original retail boxes that came around end 6 / beginning 7 digits.

So don't get fooled by empty low digits.


edit: it is really simple to that btw, contact steam support and say: Hi i am moving and the games i own might be region locked. Can you remove them so i can purchase them again?

Empty IDs can only be reversed by showing the e-mail with which they were created, not the first key / game that was added to the account. There are empty ones, even 2-digit accounts, they were all disabled long ago.
