GoPros and digital cameras

So I'm going to be traveling alot this summer. Doing some water sports and probably some safaris so I'm in the market for a new camera. Value is important to me, also I don't want one that is too expensive as I don't want it to get stolen. Definitely not $500+ and I'd struggle to spend $400 unless you guys think its really worth it.

So given this what would you guys recommend? I was looking into GoPros since it'd be pretty cool to have on alot of these occasions, but I was wondering how it functions as a normal camera? Also, I've watched some vids but is it worth it buying a higher end ones that are hundreds more expensive rather than a Hero thats ~$100?

If I don't go with a good gopro as an all-in-one, then I may buy the hero and a decent digital camera. I'm not too familiar in this field so feel free to leave recommendations.
