User Title HTML

Can anyone tell me whats the code in HTML for the user titles below. Whats the codes in HTML for the glow effects. Can it be done with any color?

It's a text shadow.

The HTML for Roary's is:

and for N4N0 it is:

The color can be changed after the em stuff. But, I tried submitting a text shadow as part of my own user title and it was removed when approved so not sure if regular members are allowed to have it.
