    Nothing is ever really random. And to answer your question, you get them through the Warrior's Guild, and they aren't even tradable. Atleast not to my knowledge. They take the place of the shield, and give you strength and attack bonuses. Also, if you have further questions about Runescape related issues use the Runescape boards next time, ta ta.
