I am looking to start up a fire cape service again on 07, but first I need to obtain 1 fire cape in order to comply with the rules. I have a fire cape on my account however you must be killing Jad + have it written at the time.

I understand I am a brand new member of this community so I'll understand if nobody is willing to trust me, but if you do need a fire cape and you are willing to trust me, the fire cape will be completely free and done asap.

Please note: I will only be completing a fire cape if you have 45+ def and 70+ ranged.

You are correct. There are multiple things you can do to provide a sufficient picture.
