Does buying a $0.05 in-game item from the steam community market count as 'valid steam purchase' too?

Yes, buying any game from the Steam Store does enable your market and by any I mean even the CHEAPEST one. I bought the game "Overcast - Walden and the Werewolf" when it was on sale for like $0.16 a week ago and now I have to wait 3 more weeks for my market to get enabled.

And yes I agree with you, not too much Steam Wallet card activity on the steam-sales forum.

He's asking for an in-game item, not a game.

 

I just don't think its worth it, so nobody really wanna do it. I think it's better to save steam wallet and buy csgo on discount for it.
