Will accept payment before every division; for instance, if you are interested in getting boosted from Bronze 5 to Bronze 1, i will take a payment of Bronze 5-4, once i reach Bronze 4 i will take another payment of Bronze 4-3 and so forth.

Bronze 5 - Silver 5: $6 every division (total of $30)
Silver 5 - Gold 5: $8 every division (total of $40)
Gold 5 - Plat 5: $11 every divison (total of $55)

Yeah kept losing promos on my account I didnt even mind that but he ended up just deleting me on skype and hasn't refunded me on paypal

 

Please file a dispute claim, and adding the necessary information to get him banned.

Once that is done, and a moderator has banned said user forr indeed commiting the crime you accuse him of, you can file for a chargeback so long the mod allows you to do so.
