Edit: Note helpers are not able to ban people on SS but they are able to directly contact staff members who can and are still part of their staff team. Unless they get demoted the next rank up is mod as well which will give them the ability to ban people

 

After looking through everything, being a staff member isn't bannable. I'll add to user note, but it's not a ban unless there is proof of this user reporting people on the RSPS.
