Steam trade banned accounts selling

I was wondering why it's allowed to sell trade banned accounts, you have obviously scammed on steam or tried in order to get banned... Want to hear others opinions..
There is really no harm in it, but still it shows that you have scammed and some of those accounts have knives and other stuff...

Can I get steam trade banned if a user reports my account with his stock of 'n' number of accounts?

I agree with you as people get trade banned only when they have scammed (most of the times)

 

You will only get warned when people open a trade with you: "warning others user has reported yourname" and something else, I don't read it more than that

Yeah, I have seen cases of limited period trade banned for attempting to scam.

If there's no doubt at all that a trade banned account 100% means that that account was used to scam or attempt a scam then yes these shouldn't be allowed to be sold. Is there any other way at all that a steam account can get trade banned?

 

There is steamrep which works with steam that kinda use the same method as we do to get proof of scams/attempts. Then there is steam themselves trough reports which is hidden for public (opposite from steamrep which is public reasons). If I'm missing something then please tell me

When checking steamrep you see who got the user banned, steam or steamrep.

Are Runescape accounts aloud to be sold if they're muted or have past offense? As long as it's stated the account is Trade Banned then the buyer knows what they're getting.

Sadly yes there is other ways to get trade banned. Steam has some of the worst known support in the world when it comes to their system and how it works. You can be banned for allegations and number of reports since their system is basically 100% automated. Some of the largest traders in the world like Etherfast have been trade banned multiple times from steam reports, and people like myself who get their names large in the community. When a user doesn't like your offer on an item or what have you, they just report you. Yes your account eventually gets flagged with a warning message to other members saying you may have attempted to scam in the past. More reports build up after this and you receive a trade ban. Also VAC bans come from hacking in games, and they can also apply trade ban and community bans to your account in doing so, which in return doesn't mean the user has attempted to scam ever but just hacked in games.

This as well as what I mentioned above, you might have purchased an account based on it's game library or ranking in a certain game, not knowing the original owner before you either scammed, or hacked on it. Leading into a trade ban.
