Basically, you agree on a wager or bet, between two players, invite player into game, winner takes the winnings

I imagine prehaps a middleman could be used for this to secure whatever you may be wagering on - be it paypal or Fifa coins

Thats true - I think it may belong there more so than the xbox sales/services. But i feel like there will be less attraction with it being in the sandbox.

Again same question, would I be able to middleman if i was to find 2 people wanting to do a wager? They both send me the stake, i hold it until they play, take a small fee and pay out? Idk i haven't figured the details yet
