RS Gambling: A timeline & what next?

As sad as it may seem to say, gambling was one of the things that kept most of the players active on RS, even if they were losing interest in the game, people logged in simply to gamble.
Here's an interesting timeline of events:

1st February 2011 - Free trade is released. Gambling is now possible. People start to host gambling with dice bags. Clans such as Dragon Dyce and Win all Day start up in world 2 G.E.

14th November 2011 - Dice bags removed from Runescape. A new idea of flower games (flower poker/abc/Hot or Cold/Frosty Flowers) develop.

18th March 2013 - An anti-gambling update changed the way flowers appear, making them all the same colour, causing an end to flower game gambling.
Jagex also make a rule of all forms of player-run gambling being against the RuneScape rules. It is now a bannable offence.

In-between November 2011-March 2013, there were also other smaller gambling games such as horse betting, as well as the introduction of IRC gambling.

Early 2014 - People start to host commission staking on Twitch, on 07. This becomes against twitch rules, and people soon start in-game commission staking fc's which become extremely popular.

27th November 2014 - Commission staking becomes against Runescape rules and a bannable offence. Even though there was a poll on commission staking, on what we think should happen: http://i.imgur.com/yk4ZBkK.png The option with the most votes, which was that jagex should leave commission staking how it is and not deal with it, got the most votes, yet they ignore that.

This is just some stuff I could conjure up quickly, will add more as time comes. Dates are sourced from RS-Wiki mainly.
Here's a google trends graph of Runescape: http://i.imgur.com/lK4unjQ.png

If these new ideas come, and become vastly popular as they have proven to become, why remove them?
    What will be next?
Why do you think they didn't do anything about flowers for a whole year and a half after the dicing removal, if they wanted to stop gambling?
Do you think they will ever bring BACK gambling?

Yes gambling kind of promotes RWT, but RuneScape will never be how it used to be back in the days.

They remove them because they promote RWT. I'd guess 85% of the gamblers RWT.

There will be some new methods that come out in game and then will be taken away.

They let flowers go because it was one of the most active times in RS. Profits were booming so they allowed it to keep going.

They will not bring back gambling.

Using join.me and Irc made it possible to host flowers. Irc was very popular in its early days till irc itself became outdated. You forgot to mention that Ethan actually came up with Flowers. You also fail to mention the numerous websites that came shortly afterwards.

Apparently, right now there is a new form of "gambling" in game called Even/Odd. It starts with Person A stating "Even/Odd x2". Person B will trade a certain amount to Person A. Then Person A will attack a NPC and depending on the damage, they will win or lose from it being Even or Odd.

Any form of in-game gambling on RS now has to be 'underground' so to say. Anything that will become extremely popular jagex will just ban/nerf again.
There would always be external gambling, such as IRC dice, rsgp poker sites etc.

Looking at how jagex handles their customers is somewhat upsetting, i have been in the gambling scene since dice bags were around and I think there is always a way to make good money in game just not in the vast quantities of people as well as money that there used to be. Sad to say but runescape is a dying game as it had been for several years now. Players will probably turn to another game eventually.
