Or someone who bought it from him locked it that after he got scammed..
The only chance an account got locked permanently is when you contact steam support to recover an account and you give half info..but not enough to recover it

 

I dont know, I bought this 6 digit and it got locked after a couple of months. Its not completely useless as you can play matchmaking and still play with friends and join comm servers.

ask him to show the account first trough teamviewer and check if the account is not also banned from VAC secure servers.
There are 2 types of locks, the most common includeds also that you can't play on VAC servers the other is very uncommon ( 1/10 )

He reports my posts everytime yet he doesn't provide any proof of the actual alert and that is really sketchy
