Which one are you interested for a transfer to a different region?
I will try to get more information about it.

For Amazon, if i'm correct, you can only use the gift card on http://www.amazon.jp/ but not on http://www.amazon.com/

But it may be different for others.

Ok, so after a little bit of research, I found something interesting:

First of all, here is the Google Play Terms of Service

You can see at the end it says:

However there is a way to change your Google Play Currency and add the Japanese Gift Card to use on Clash of Clans.

I just tried myself that method and got the Japanese Google Play and on Clash on Clans I now pay in Japanese Yens.



So in the end, what you need to verify is if you can change your google play currency by adding a (fake) japanese address. And then check in Clash of Clans if the currency is correctly in Yens. After that you can use the Japanese Gift Card without problem.
