Yes, I used my bank credit card (linked with my paypal) to add funds to my wallet, and also purchase some games.

 

You could easily take it back through support with the last 4 digits of your CC then. :/

 

Nope they will ask to provide the first cdkey (1.6) which was needed to create the account to recover/gain access. Rules have changed :/ I lost my 5 digit which had over 100 games and most of them purchased by my card and even had access to original email but steam support c**ts ask for the cdkey which was needed to create the account inorder to gain access back to the account.
