WTB Higher leveled Account from a reputable user

I'm looking to buy a higher level account from ether a very old user here, or someone with many vouches. Levels should be on the higher end combat wise, with attack, strength, and defense at least 70-s.
Any 99's will only add value to my offer, they are not necessary.
I'm also looking for a nice bank and a little gold wouldn't hurt; definitely at least a fire cape.
Quest wise legends and monkey madness are essential along with other basic must haves for accessibility and armor function.

Must have all details/ account information accessible as well.

I'm willing to go first on payment if you meet those requirements.

That account is exactly what I'm looking for, but I can't really deal with anyone without vouches or standing reputation; I've had encounters with recalls in the past and I'm not looking to lose money. I'm sorry to those of you that offer, may be honest, and yet don't meet this requirement; I just can't take chances.
