    Someone got my paypal limited and my account is frozen at the moment. My debit card is linked with this paypal. Does that mean they will take money out of my card automatically if funds are added afterwards? I have to pay a bill soon and cba with paypal taking money out that doesn't belong to them.

    No, they can't do that. When you say someone, define who? As different circumstances lead to different outcomes.
