    I hope you're joking because that's a rule that every big steam ID seller has in their terms of service. It means he isn't replacing locked/banned accounts, situations that can be deliberately made by the buyer if he intends to scam. >_<

    You can change the email for SteamGuard for sure. If you would have the original email (the same like you login with) then the safety is like 100% and nobody could take back the account anymore. But the chance the someone take it back even without you having the original email is really really small because the accounts he is selling are unused for several thousand days.
