Started ignoring after he got the money

 

This may sound stupid, not sure if this would work. BUT cant you force the seller/buyer to change their ip, so that the account ip recovery isnt a problem anymore? its a simple process. The ip revealing wont be a problem because they're changing it right? You can check ips through skype easily to see of its changed, and if the person's proof of ip changed is finished, he can change the ip again to insure that the ip is kept away from harmful hands.

 

Recovers are based on area where account was created and used for the most, not IP address, also very important are the oldest and most accurrate account details such as first passwords, details about creation etc, which you can't check because recovery tests are inpossible to do anymore.
