Mustard2 scammer and ban evader

This individual sold me a Runescape account in December of 2012. A completionist cape account which he later recovered someday in Februrary of 2013. At the time I had been banned from the forums and was not able to post a report. He had been ignoring my Skype messages and emails. I mentioned this in one of my pardons, however I think it was overlooked.
Recently, a completionist cape account surfaced on the market. I checked it out and was surprised by how similar it was the the account that had been hacked.
I tried an IP audit on the user, and it was as I expected.
The users are a perfect match, as well as a unregistered account he used for a pardon.
