help with paypal

i owe paypal money and they restricted my account so i cant send money, is there anyway i can send money again or is the money in there just going to have to sit there?

 

Your best bet is to make another PP or pay your debt off.

 

if i make another paypal account it will get locked to though....

Not always.
I sold an item on eBay for $60 & the guy charged-back saying his PP was "hacked", it left me -$60.
I made a new account, got it verified & have been using it for almost 1 year now.

 

He owes paypal money.

How much do you owe? You can always pay your debt if it's not too high.

 

I meant why did he owe PP money, but that's already been answered. Anyways, you have two options:

1) Pay back the debt you owe them

2) Make a new account off a new IP, with a new bank account, credit card etc.

The first option would be the easiest.

 

It will probably not immediately, but after a few sales. You could make an account under a different name but you wouldn't be able to get it verified if you verified your old one. Also if paypal sees that a new account is using the same IP of your old account they lock the new one.

If paypal locks your account I believe they release the money to you in 180 days. What I don't understand is how do you have money in your paypal account when you owe paypal money? Wouldn't paypal just take that money?

 

That is exactly what they do. Infact paypal can and will go negative.
