A MM is a Middleman, They are users that are trusted by the community and admins/mods on the forums. They are allowed to Middleman trades to minimise the risk of both traders being scammed.

For the fee, Most Middlemen ask for a 10% fee.

So you would trade the middleman 11m 07RS GP. I will give him the account details. He gives them to you, Then he gives me 10m. (10% of 10m = 1m) so he keeps the 1m as the payment for his time.
