Can accounts be recovered by only ip address?

I have been thinking about weather it is possible for accounts to be made unrecoverable.
Things you can change about the character:
password
character name
email address
Recovery questions

After those things are changed you would have to send jagex a ticket to recover the account. Could you really just get the account back by having an ip address?

Some people have a static ip which means their ip does not change but many people have dynamic ips that will change frequently. Also people might get a different isp after a while or log on to their account from another ip.
It is unlikely that someone would have the original ip of an old account.

 

I don't think that only the IP is needed to recover. A guy sold me in September an account, which was locked 2 times. He needed like 25 Appeals, to unlock the account. I think there is more needed to unlock the account, IP is not enough...

 

It's hard to say, but it plays the biggest role when it comes to account recoveries.

Jagex keeps a log on everything. Every time recoveries are set, they are saved. Only way to recover an account from a different location than its created location, everything must be 100% accurate.

 

It's possible, did it before with an account that's now 9 years old.
