ozeki6 scammed me for 2.5B BSGP ($100 worth)

Explanation of the trade: Selling him 5B BSGP for $200 via PP, He agreed to do 2 increments with me going first.
How they scammed: After I traded over the first increment he told me that he couldn't send under $150 via PP, and kept trying to convince me to give him the other 2.5B so that he could then just send the $200. I replied with no, and that I wanted my 2.5B back, after that he logged out in game, and said "idiot ty for 2.5b" over skype.
