1. Did you follow everything on the minecraft tut's page? http://minecraft.gamepedia.com/Tutorials/Setting_up_a_server 2. Why are you trying to set it up from inside your home? It leads you vulnerable to many different forms of attack.
Hosting a minecraft server using a normal computer is pretty much not going to happen unless you use a form of connection to the users themselves. Hamachi solves these issues, and allows friends to connect when connected to your hamachi network. Another solution would be to rent a server. And last but not least, why not join the Sythe.org unofficial server!
Is your antivirus blocking incoming connections, or is it blocking java at all? Do you have java added to your Path variable?
I would highly suggest not trying to run a server from your own computer however renting a small server for just friends if your interested can be very cheap and most companies will set the server up for you as well. If money isn't an object but you just want a small server for you and friends look into using hamachi it's fairly simple to set up.
I shut off all anti virus and firewall. Somehow the static IP won't connect directly to the computer IP and the IP changes every time I shutoff computer
Try this? http://www.howtogeek.com/howto/19249/how-to-assign-a-static-ip-address-in-xp-vista-or-windows-7/
I set it up and port fowarded it to my external IP but my IP changes everytime I shutoff my computer -_- something my router does and I cant disable it
Use hamachi if playing with friends. Trust me. Setting up with Hamachi is not hard Create a new network, use your ip as the ip addres in server.propertires and put Online-Mode=False
