TESO leveling partner?

My buddy who I was ringed with kept leveling without me after I crashed after playing with him for 20 some hours, and then all my other buddies are paired off already so I'm pretty boned. I still have my scroll and can ring someone if they wanna level with me. I'm level 16 atm and part way through the second leveling zone, or we can start new characters if you've got nothing close. I got a ts server, or we can use sythe's if its still up.
