    Im trying to get 70 really fast any preferred methods I do not have any of the members quest done so looking for a good free method. Such as can I use chins somewhere and all.

    You can iron knive ghouls. (priest in peril)
    or you can go to caged ogres. (biohazard)

    If you haven't done any of those then I guess just go to rock crabs with knives.

    You should always care about HP.

    Rock crabs with knives probably best bet for now until 50+ Then can move on, experiments good of course.
