It needs no specific stats, as long as those quests are done.

I would be ok with that idea but the problem is that the amount i'd be paying for the amount of work you put in probably wouldn't be worth it, it's more so for people who already had one they no longer use

I dunno how much GP you'd be after in order to create one of those for me but get back to me I guess
