Who are they good for?

Elise, that's all i ever see them used for xD

 

Not elise. Kayle/Kennen. However I don't use them.

 

I like them on Fizz.

 

Depends on the matchup. I prefer AS runes on Kayle, but for AD nid top and elise of course.

Duel pen runes are good on almost everything that does AP damage. I actually don't have any rune pages with regular pen but that's just personal preference. I strongly suggest them.

Elise works like a treat.

 

Personally, I don't run hybrid pen on elise.

 

The marks are very good on any ap mid laner which uses auto attacks frequently,

Kennen lissandra, leblanc, syndra, nidalee. I basically use them on any champion I auto attack a lot with because your melee damage increases so much from it.

 

Shyvanna works well with Hybrid Pen and a matchup that doesn't usually stack resistances (such as Jax, Riven, etc). It allows your early game damage to be ridiculously strong.


For elise, first of all you should only be playing her in the jungle... which means go with ASP reds instead of hybrid pen. ASP is almost always the way to go with junglers: more clears, more ganks, and more damage to towers.

 

They are pretty good with peeps with magic and melee like jax shvy etc.

 

Nobody mentioned Akali.

Akali makes very good use of dual-pen runes.

 

I use them on rumble/kennen

 

Horrible on Elise. You'll rarely ever see any high level players using duel pen on elise.

 

I exclusively use hybrid pen on Nidalee, whether I'm playing her AD or AP, and on support Thresh. Those are the only two I really bother with hybrid pen for, although if I played Kennen I'd use them for him as well. Kayle is a big no-no; she's strictly a magic pen reds champion in my book.

 

Fishing For Urf/FateFalls uses them on his 30/0/0 fizz

 

Honestly, I use them on most of my AP mids. I love it on syndra, annie and ziggs because a lot of my early poke / harass comes from my AA's.
