    My HDD is far from full, ive tried a computer cleaner but that did nothing

    If Windows 7 will not give you the performance that you need, then you got scammed irl, I bought a laptop 1 year ago for 500€ and I can run rs3 in HD without a lag, the laptop is still fast.

    I am not talking about game wise, plus Rs3 in HD isn't really graphic heavy, I can run Rs3 in HD and my laptop runs smooth (doesn't heat up as well)
