    I'm level 70 in attack, strength, and defence. I'm looking to train my strength up. Should I use whip or a D Scim for strength?

    you can't train strength with a whip unless you use controlled attack style.

    That isn't even that costly. Still, dh at low hp doesn't dish out as much xp/h as a d scim + defender or sara sword.
