Is Skrill safe to use?

If signing up a business account there's a 90 day hold period for payments made.

We've received way over $50k in the past months. So far 1 chargeback request with a payment made with a stolen bank account. Skrill has informed us asking for permission to reduce it from our account. We didn't gave permission because the goods where delivered already, still waiting for final discussion. In my opinion Skrill is very reliable for the use of digital goods.
