It isn't region locked. It works, but you need to wait a while to get the key. It may be like few days.

Sure, just fill that form that I gave in my first post. You'll get your key in like 2 days.

Is this actually still good? If it is I'll get a friend into hearthstone. I haven't played in a while personally though.

If you really want to play i'd just apply through blizzard or cough up the $5 for a key.
