Would these specs be good enough to run WoW at max settings?

    Specs:
    - NVIDIA GTX 650 1GB
    - Intel Core i3 4330 CPU
    - 8GB 1600MHz Memory
    - 500GB 7200RPM HDD
    - ASUS H81 Chipset Motherboard
    - 430W Corsair CX Power Supply
    - DVD-R/RW/CD-R/RW
    - Microsoft Windows 7

If not, what needs to be improved?

Yeah, you should be fine. Although maybe go for an i5 processor instead and a 660Ti if you can afford it.

Ok, I'm not very computer savvy unfortunately, what perks would they offer? It looks like the hop from I3 to I5 is a good amount of cash, but not outside my budget.

The 1000 dollar builds specs are:

    Specs:
    - NVIDIA GTX 760 2GB
    - Intel Core i5 4570 CPU
    - 8GB 1600MHz Memory
    - CM Hyper 212 EVO Cooling
    - 1TB 7200RPM HDD
    - ASUS Z87 Chipset Motherboard
    - 600W Corsair CX Power Supply
    - DVD-R/RW/CD-R/RW
    - Microsoft Windows 7

To be honest the more you spend the more power you're gonna get.

Intel i5 2500k or higher is enough.

Nvidia 600 / 700 series is fine. Though the more higher end you buy the better.

    RAM is fine.

    Cooling seems fine.

HDD is fine, I find Western Digital to be a very good HDD brand. You could consider SSDs too.

    Motherboard is excellent.

    CD / DVD is fine.

Windows 7 is the 2nd best OS out that is supported by OS. Make sure you get a 64bit version.

To be fairy honest, I have a shitty $500 laptop and I run WoW on "high" settings and I barely get any lag unless it's because of my internet.

You should be fine, if you can't run it all the way on ultra, just switch it down to high, there really isn't that much difference, my friend who plays it on the lowest settings has never complained about the graphics, and his screenshots always look really cool.

Here's a screenshot from fair, which again is just as great to play on:

It should easily be able to handle a game like WoW at max settings. Maybe you should add a SSD if you want faster loading times.

    This.
An SSD would greatly increase startup and loading times for games and programs if you keep it clean and empty.

Honestly, the original post's build is MORE than enough to run WOW at max settings, as WOW isn't a very demanding game. I would agree with the second poster about upgrading to i5 and perhaps a GTX 760 or better yet an r9-280(280X if you'd like, pretty much same as 7970) and you should be future-proofed for several years to come. Soon, games will start actually making better use of quad-cores...and as Battlefield 4 has come to show, that can be pretty important to have, so an i5 will be beneficial there. There-again though, you'll have to upgrade your PSU for the upgraded parts.

Regardless, if you're looking to just play wow, you've got a nice build there that should run wow at max, and most any other game at pretty close to high settings at 1080p resolutions with bearable framerates around 25-30fps.
don't be afraid to go with AMD for your videocard. With every pair of videocards between AMD and NVIDIA, AMD is wiping the map with Nvidia in terms of price/performance. I've gone AMD this time, been a long time...no regrets. for the price of a GTX 770 you can get an R9-290 which will humiliate the 770, and will also outpace the 780 by a small margin. Jussayin....and I'm usually an Nvidia guy....
