I agree with sypherz and r2p. Im sure anyone who as a victim of a scam would too, instead of the possibility of being paid back at a later time or never.

A pardon shows that the staff trusts the user, even if it is to an extent, and that is enough to trust the user to pay back the victim(s) if they were pardoned. However Im sure there has been at least 1 case of a user not paying back when he doesnt get pardoned. In order to request a pardon, you have to wait 6 months between each pardon and after a user is banned. I see something wrong if within those 6 months the user requesting a pardon only decides to attempt paying back when he writes his pardon.

Personally I dont trust people with loans, if a friend wants to borrow a hundred bucks or so? I wouldnt lend anything that I am willing to lose, doesnt only go for money. There are exceptions for people I know really well. I find it hard to trust a previous scammer, that may or may not have changed, to pay back the amount scammed only after writing his pardon when he had at least 6 months to pay the victim(s). Especially when it's over the internet and you decide their fate based on their history but also on what they wrote.

Just because you pardon someone and that means you trust them, doesnt necessarily mean you should trust them with the amount owed and the possibility of the amount they can scam again at the same time.

I am on the 'if you don't trust them to pay back, then I don't trust them to pardon' side of things. If I don't have enough trust in someone to pay back what they owe if they're pardoned then I don't trust them to come back period. A pardon is showing complete trust has been restored in the person. That is why the pardon system was changed from 'well, with a TWC' to no conditions post-pardon. If you don't trust them enough to be straight then don't let them on the site.

This misses the point though. I'm not saying that people should be pardoned more easily. I am saying that by not giving an opinion on a pardon until the person pays back their debts, we will separate the outcome of a pardon from the repayment. The idea is to have users who will not be pardoned still have incentive to repay debt.
