You might not need to register the PC/Laptop. I didn't at my uni in the UK.

I couldn't Torrent using the known methods, so at first I used warez.bb while searching for other methods. In the end, I set up a remote access to my home PC at my parents house and used my personal server for sharing files. Very long winded method and not recommended!
